New Issa Legislation Will Add Hamas Leaders to FBI's Most Wanted Terrorists List

Washington – Congressman Darrell Issa (CA-48) has introduced H.R. 9153 –the Hamas Terrorist Fugitive Act – new legislation that will add Hamas and Palestine Islamic Jihad leadership to the FBI’s list of most wanted terrorists.

“This legislation is more than a listing. It tells the truth and sends an unmistakable message: We know who launched an unprecedented terror war in Israel last October 7th, and we will do everything in our power to bring the guilty to justice,” said Rep. Issa. “The leadership of Hamas and Palestinian Islamic Jihad must know that America won’t forget the atrocities they’ve committed, and we will see through the accountability they must one day meet.”

H.R. 9153 calls on the Biden Administration to prosecute 11 key terrorists in absentia and add them to both the FBI’s Most Wanted List of global terrorists and the State Department’s Rewards for Justice program, which offers rewards for information leading to the successful capture and conviction.

“This important legislation designating key Hamas and Palestinian Islamic Jihad operatives to the FBI's Most Wanted list will only strengthen our ability to combat international terrorism and uphold the right of the United States to defend against threats to national security and civilian lives,” said Eli M. Gold the President of the Gold Institute for International Strategy which was instrumental in drafting the legislation.

The FBI’s Most Wanted Terrorist list was created after the September 11, 2001 attacks as a supplement to the FBI’s storied Ten Most Wanted Fugitives list.
