Congressman Issa Announces FY 2023 Community Project Funding Applications
Congressman Issa has submitted Community Project Funding requests for the following projects in Fiscal Year 2023.
Project benefitting district communities and residents are listed below in alphabetical order with each indicating the respective subcommittee of jurisdiction. Letter of request and financial disclosure information for each project is linked in each headline.
Subcommittee of Transportation, Housing and Urban Development and Related Agencies
Project Name: Barona Band of Mission Indians Water Infrastructure Improvement Project
Location: Barona Band of Mission Indians Reservation

Other Information: This project will help advance a larger program to link the Barona Reservation with the adjacent Ramona Municipal Water District to provide both treated and recycled water service to the reservation.
Project Name: City of Escondido South Escondido Access Improvement Project

Other Information: The South Escondido Access Improvement Project relieves congestion, and improves safety and accessibility to local businesses, planned development and an elementary school across the heavily travelled Center City Parkway (Old Highway 395). Centre City Parkway serves as an off ramp to Interstate 15 and the resulting high vehicular speeds and volumes have contributed to fatal collisions.
Project Name: City of Santee State Route 52 Congestion Improvement Project

Other Information: This project will add a 4.2-mile westbound auxiliary and truck climbing lane from Mast Boulevard to Santo Road and will reduce peak hour travel time by up to 33% and improve traffic flow. SR-52 is a regionally significant, east-west highway connecting residents in suburban and rural areas of east San Diego County to employment centers. The route is a major corridor for freight and vehicle traffic coming from the U.S.-Mexico border via State Route 125.
Project Name: City of Temecula DePortola Road/Jedediah Smith Road Roundabout Project

Other Information: This project will help address congestion, mobility, safety, and quality of life for the area. The project provides important improvements along a heavily used east-west corridor for residents traveling east from Interstate 15 into the suburban and rural portions of Temecula and surrounding communities.
Project Name: City of Temecula Flood Control and Multi-Use Outdoor Recreation Project

Project Name: County of San Diego Fire Training Facility Improvements

Other Information: Funding will support a new purpose-built fire training tower for the County of San Diego training facility located in Rancho San Diego. This project will benefit the entire region as it serves as the county’s primary training facility used in partnership with CALFIRE. Because of the county’s unique blend of suburban and wildland areas, including substantial urban-wildland interface prone to and at risk from fires, this facility is of unique regional importance.
Project Name: Interstate 15/State Route 78 Managed Lanes Project
Location: Escondido, CA

Other Information: The Interstate 15 / State Route 78 Managed Lanes Project will build direct connectors between Interstate 15 and State Route 78, two main cross-region artery highways. It will also facilitate additional auxiliary lanes; and support extension of the Interstate 15 Bus Rapid Transit Service in north San Diego County.

Project Name: Riverside County Flood Control District/Army Corps Murrieta Creek Project
Location: Murrieta and Temecula, CA

Other Information: This project provides 100-year flood protection to the cities of Murrieta and Temecula. It will also improve water quality and flood protection to Marine Corps Base Camp Pendleton as well as protecting a regional sewage treatment plant.

Project Name: Borrego Springs/Sun Gold Replacement Projects
Location: Borrego Springs, CA

The Borrego Water District will install 7,800 feet of new water lines and related infrastructure as part of a main service line along Borrego Springs Road as well as 11,500 and 17,000 runs of new line in the Sun Gold area of the Borrego Springs community. New components will minimize leaks, maximize efficient and cost effective service for customers and assist with fire-flows.
Project Name: County of San Diego Twin Engine Firefighting Helicopter

Other Information: This request will assist the County in acquiring a twin engine firefighting helicopter. Once acquired, this resource could be shared to benefit surrounding cities, state, and federal agencies in times of need or emergency.
Project Name: Eastern Municipal Water District Wine County Sewer Infrastructure Project
Location: Temecula, CA and adjacent

Other Information: This project will expand sewer service to residences and community members currently relying on septic service. The project area is not currently served by the district and will help facilitate expansion of their service area to ensure protection of groundwater, management of safe drinking water service and appropriate wastewater and sewage treatment.
Project Name: Padre Dam Municipal Water District East County Purification Project

Project Name: Valley Center Municipal Water District Lilac Road Pipeline Replacement Project

Other Information: Western Water Recycling Facility plant operators will use funding to upgrade the plant to treat per- and polyfluoroalkyl substances (PFAS). Completing this transition will allow the Western Municipal Water District to treat sewage and ensure high quality, recycled water quality within the Riverside County service area.
