Congressman Issa Announces FY 2027 Community Project Funding Applications

Congressman Issa has submitted Community Project Funding requests for the following projects in Fiscal Year 2027.

Projects benefitting district communities and residents are listed below in alphabetical order with each indicating the respective subcommittee of jurisdiction. Letter of request and financial disclosure information for each project is linked in each headline.

 

Energy and Water Development, and Related Agencies

Project Name: Barona Fire Suppression Tank Facility: High-Volume Water Storage Project

Location: Barona Band of Mission Indians Reservation, Lakeside, CA

Applicant: Barona Group of the Capitan Grande Band of Mission Indians of the Barona Reservation

Recipient Address: Bureau of Reclamation, 500 Fir St, Boulder City, Nevada 89005

Requested Amount: $2.5 million 

Other Information: Funding would be used to install a 1.5-million-gallon water tank to bolster regional wildfire resistance. The project is a joint undertaking with the Ramona Municipal Water District.

 

Project Name: Escondido Creek Stormwater Management Project

Location: Escondido, CA

Applicant: City of Escondido

Requested Amount: $3 million

Other Information: Funding would be used to upgrade storm drain systems in Escondido, CA. 

 

Project Name: Murrieta Creek Flood Control, Environmental Restoration, and Recreation Project

Location: Temecula, CA

Applicant: Riverside County Flood Control and Water Conservation District

Recipient Address: U.S. Army Corps of Engineers, 915 Wilshire Boulevard, Los Angeles, CA 92025

Requested Amount: $43,393,350

Other Information: Funding would be used to increase flood protection for the City of Temecula and neighboring communities. 

 

Project Name: Rincon North Wastewater Infrastructure Modernization Project

Location: Rincon Band of Luiseño Indians Reservation, Valley Center, CA

Applicant: Rincon Band of Luiseño Indians

Recipient Address: U.S. Army Corps of Engineers, 915 Wilshire Boulevard, Los Angeles, CA 92025

Requested Amount: $38 million

Other Information: Funding would be used for sewer improvements on the north side of the Rincon Band of Luiseño Indians Reservation.

Project Name: San Pasqual Combination Reservation Fire/Police Station and Emergency Operations Project

Location: San Pasqual Band of Mission Indians Reservation, Valley Center, CA

Applicant: San Pasqual Band of Mission Indians

Recipient Address: 16650 Kumeyaay Court, Valley Center, CA 92082

Requested Amount: $3 million

Other Information: Funding would be used to construct a building to house the tribe’s fire department and police department to serve both the tribe and the surrounding communities. 

 

Interior, Environment, and Related Agencies

Project Name: Borrego Water District Waterline Aging Infrastructure Replacement Project

Location: Borrego Springs, CA 

Applicant: Borrego Water District

Requested Amount: $3,608,800

Other Information: Funding would be used to remove and replace aged water lines, valves, and fire hydrants.

 

Project Name: City of Poway Treated Water Facilities Project

Location: Poway, CA

Applicant: City of Poway

Requested Amount: $5,000,000

Other Information: Funding would be used for a cooperative project between the City of Poway and the Ramona Municipal Water District to enhance drinking water supply reliability for over 80,000 area residents.

 

Project Name: East County Advanced Water Purification Program Energy Recovery Sitework and Infrastructure Project

Location: Santee, CA

Applicant: East County Advanced Water Purification Joint Powers Authority

Recipient Address: 9300 Fanita Parkway, Santee, CA 92071

Requested Amount: $1.5 million

Other Information: Funding would be used to adopt advanced technology to recycle and purify the region’s wastewater, providing reliable drinking water for communities and tribal nations in eastern San Diego County. 

 

Project: North San Diego Agricultural Districts Wastewater Resiliency Project

Location: Valley Center, CA

Applicant: Valley Center Municipal Water District

Recipient Address: 29300 Valley Center Road, Valley Center, CA 92082

Requested Amount: $4.3 million

Other Information: Funding would be used for a cooperative project coordinated by Valley Center Municipal Water District, Rainbow Municipal Water District, and Fallbrook Public Utility District to rehabilitate aged pipelines and improve treatment plant processes at a water reclamation facility. 

 

Project: North San Diego Agricultural Districts Water Resiliency and Fire Protection Project

Location: Fallbrook, CA

Applicant: Rainbow Municipal Water District

Recipient Address: 3707 Old Hwy 395, Fallbrook, CA 92028

Requested Amount: $9.5 million

Other Information: Funding would be used for a cooperative project coordinated by Rainbow Municipal Water District, Fallbrook Public Utility District, Valley Center Municipal Water District, and Yuima Municipal Water District to replace aging, failure-prone potable water distribution mains and rehabilitate critical drinking water storage reservoirs.

 

Project: Southwest Riverside County Pipeline Infrastructure Protection and Economic Security Project

Location: Temecula, CA

Applicant: Rancho California Water District

Recipient Address: 42135 Winchester Road, Temecula, CA 92590

Requested Amount: $3 million

Other Information: Funding would be used to replace high-risk drinking water pipelines to improve water service reliability for homes, businesses, and agricultural operations in Southwest Riverside County.

 

Project: Warm Springs Creek Interceptor Rehabilitation

Location: Murrieta, CA

Applicant: Eastern Municipal Water District

Recipient Address: 2270 Trumble Rd, Perris, CA 92570

Requested Amount: $5 million

Other Information: Funding will be used to address structural deterioration within a regional wastewater pipeline serving the cities of Murrieta and Temecula. 

 

Transportation, Housing and Urban Development, and Related Agencies

Project: Keller Road and I-215 Interchange Project

Location: Murrieta, CA

Applicant: City of Murrieta 

Recipient Address: 1 Town Square, Murrieta, CA 92562

Requested Amount: $5 million

Other Information: Funding would be used to create a new interchange on Interstate-215 to connect Keller Road to nearby regional medical providers and reduce highway congestion.

 

Project: North County Fire Protection District Fire Engine Acquisition Project

Location: Fallbrook, CA

Applicant: North County Fire Protection District

Requested Amount: $1.2 million

Other Information: Funding would be used to acquire a modern structural fire engine to serve wildfire-prone northern San Diego County. 

 

Project: Overland Drive Widening Project

Location: Temecula, CA

Applicant: City of Temecula

Recipient Address: 41000 Main Street, Temecula, CA 92590

Requested Amount: $3.5 million

Other Information: Funding would be used to widen several road lanes and upgrade infrastructure to serve as a fire evacuation route for Temecula and surrounding communities. This project also prepares the region for the construction of the Overland Bridge over Murrieta Creek. 

 

Project: San Miguel Fire Station 19

Location: El Cajon, CA

Applicant: San Miguel Consolidated Fire Protection District

Recipient Address: 727 East Bradley Avenue, El Cajon, CA 92021

Requested Amount: $1,000,000

Other Information: Funding would be used to construct a new fire station to support fire suppression, emergency medical services, rescue operations, and disaster response in the Bostonia community and surrounding areas of El Cajon, CA. 

 

Project: State Route 11/ Otay Mesa East Port-of-Entry Intelligent Transportation Systems Project

Location: San Diego, CA

Applicant: San Diego Association of Governments (SANDAG)

Recipient Address: 1011 Union St, Suite 400, San Diego, CA 92101

Requested Amount: $10 million

Other Information: Funding would be used to build a new land port of entry that will enhance border security, accelerate lawful trade, and relieve severe congestion at one of the nation’s most economically significant border crossings. 

 

Project: State Route 52 Operational Improvement Project

Location: Santee, CA

Applicant: City of Santee

Recipient Address: 10601 Magnolia Ave, Santee, CA 92071

Requested Amount: $10 million

Other Information: Funding would be used to improve State Route 52 between Interstate-15 and State Route125 to alleviate congestion on the freeway and on Santee streets.

 

Project: State Route 67 and Riverford Road Interchange Improvements Project

Location: Lakeside, CA

Applicant: County of San Diego 

Recipient Address: 1600 Pacific Highway, San Diego, CA 92101

Requested Amount: $5 million

Other Information: Funding would be used to construct infrastructure to improve safety, including new sidewalks, crosswalks, rapid flashing beacons, and related roadway upgrades to enhance traffic flow and safety for communities in eastern San Diego County. 

 

Project: Riverside County Fire Department Thermal Imaging Cameras Project

Location: Riverside County, CA

Applicant: County of Riverside Fire Department

Other Information: Funding would be used to invest in life-saving equipment that protects local communities and strengthens emergency response capacity
