Community Project Funding Requests

Congressman Issa has relayed the following Fiscal Year 2026 Community Project Funding requests for consideration:

 

Subcommittee on Agriculture, Rural Development, Food and Drug Administration

Project Name: Pala Band of Mission Indians Community Learning Center

Address of Proposed Recipient:11790 A Pala Mission Circle, Pala, CA 92059

Applicant: Pala Band of Mission Indians

Requested Amount: $250,000

Other Information: Funding for this project would allow for the expansion of an existing tribal Learning Center structure.

Project Name: Borrego Water District Aging Infrastructure Waterline Replacement Project

Address of Proposed Recipient: 806 Palm Canyon Drive, Borrego Springs, CA 92004

Applicant: Borrego Water District

Requested Amount: $3,608,000

Other Information: Funding will be used to accelerate replacement of aging water infrastructure in Borrego Springs, CA, where water systems are at risk of failure due to their age.

 

Project NameEast County Advanced Water Purification (AWP) Package 1 Wi-Fi Network Project

Address of Proposed Recipient: 9300 Fanita Pkwy, Santee, CA 92071

Applicant: Padre Dam Municipal Water District

Requested Amount: $1,944,781

Other Information: Funding will be used for a Wi-Fi and fiberoptic network at the East County Advanced Water Purification Project main facility to ensure secure communications, robust cyber protections, and uninterrupted operations.

 

Project Name: Eastern Municipal Water District Wine Country Sewer Infrastructure Project

Address of Proposed Recipient: 2270 Trumble Road, Perris, CA 92572

Applicant: Eastern Municipal Water District

Requested Amount: $5,000,000

Other Information: Funding will be used to install critical sewer infrastructure in two unserved areas in Southwest Riverside County.

 

Project Name: Fallbrook Public Utility District Downtown Water Reliability Pipeline Replacement Project

Address of Proposed Recipient: 990 E Mission Rd, Fallbrook, CA 92028

Applicant: Fallbrook Public Utility District

Requested Amount: $3,760,000

Other Information: Funding will be used to replace an 80-year-old drinking water pipeline.

 

Project Name: Poway/Ramona Treated Water Facilities Project

Address of Proposed Recipient: 14467 Lake Poway Road, Poway, CA 92064

Applicant: City of Poway

Requested Amount: $5,000,000

Other Information: Funding will be used for a cooperative project between the City of Poway and the Ramona Municipal Water District to enhance drinking water supply reliability for over 80,000 area residents. 

 

Project Name: Rancho California Water District Safeguarding Drinking Water Supplies Against PFAS & Emerging Contaminants Project

Address of Proposed Recipient: 42135 Winchester Road, Temecula, CA 92590

Applicant: Rancho California Water District

Requested Amount: $4,000,000

Other Information: Funding will be used to construct advanced treatment facilities that will remove contaminants from drinking water for over 150,000 residents in Southwest Riverside County.

Project Name: Escondido Creek Stormwater Management Project

Address of Proposed Recipient: 201 N Broadway, Escondido, CA 92025

Applicant: City of Escondido

Requested Amount: $750,000

Other Information: Funding will be used to conduct design and environmental work to upgrade storm drain systems in Escondido, CA.

 

Project NameRincon North Wastewater Infrastructure Modernization Project

Address of Proposed Recipient: One Government Center Lane, Valley Center, CA 92082

Applicant: Rincon Band of Luiseno Indians

Requested Amount: $2,600,000

Other Information: Funding will be used to conduct design and environmental work for sewer improvements in the north side of the Rincon Band of Luiseño Indians Reservation.

 

Transportation, Housing and Urban Development, and Related Agencies

 

Project Name: Barona Band of Mission Indians Water Infrastructure Improvement Project

Address of Proposed Recipient: 1095 Barona Road, Lakeside, CA 92040

Applicant: Barona Group of the Capitan Grande Band of Mission Indians of the Barona Reservation

Requested Amount: $4,500,000

Other Information: Funding will be used to deliver treated and recycled water service to the Barona reservation. The project is a joint undertaking with the Ramona Municipal Water District.

 

Project Name: Diaz Road Expansion Project

Address of Proposed Recipient: 4100 Main St, Temecula, CA 92590

Applicant: City of Temecula

Requested Amount: $2,000,000

Other Information: Funding would be used to provide congestion relief to a 2-mile stretch of Diaz Road, between Winchester Road/State Route 79 and Rancho California Road.

 

Project Name: Community Outreach Center Reconstruction, Improvements, and Installation Project

Address of Proposed Recipients: 200 Civic Center Way, El Cajon, CA 92020

Applicant: City of El Cajon

Requested Amount: $2,300,000

Other Information: Funding will be used for a community outreach center run by the Chaldean Community Council (CCC). 

 

Project Name: Interstate-215 and Keller Road Interchange Right of Way Acquisition

Address of Proposed Recipient: 1 Town Square, Murrieta, CA 92562

Applicant: City of Murrieta

Requested Amount: $3,000,000

Other Information: Funding would be used for the Keller Interchange Project in Murrieta creating a new interchange on Interstate-215 connecting Keller Road near regional medical providers.

 

Project Name: San Miguel Consolidated Fire Protection District – Fire Station 19 Construction

Address of Proposed Recipient: 2850 Via Orange Way, Spring Valley, CA 91978

Applicant: San Miguel Consolidated Fire Protection District

Requested Amount: $2,800,000

Other Information: Funding will be used for property hazard mitigation, county permitting, roadway improvements, and construction costs to build a new, seismically resilient fire station, strengthening frontline capacity to respond to large-scale fire incidents and regional emergencies. 

 

Project Name: State Route 52 Operational Improvement Project

Address of Proposed Recipient: 10601 Magnolia Avenue, Santee, CA 92071

Applicant: City of Santee

Requested Amount: $10,000,000

Other Information: Funding would be used to improve State Route 52 between Interstate-15 and State Route125 to alleviate congestion on the freeway and on Santee streets.
